The U.S. National Transportation Safety Board (NTSB) has issued its final report on the PSA Airlines CRJ-200 runway overrun at Charleston, WV, in January of this year. The aircraft (registration N246PS) overran a runway at Yeager Airport (CRW), Charleston, WV, following a rejected takeoff. The NTSB report attributes the incident to the flight crew's "unprofessional behavior."
The incident flight, operating as US Airways Express Flight 2495, was departing Charleston for Charlotte Douglas International Airport, NC. After noticing that the flaps were incorrectly configured for takeoff, the crew rejected takeoff at high speed -- well above V1. The aircraft overran the end of the runway and came to a stop in the engineered materials arresting system (EMAS) in the runway end safety area.
There were no injuries among the three crew members and 31 passengers on board. The aircraft's flaps, landing gear, and landing gear doors "received minor damage," according to the NTSB.
The NTSB's statement of probable cause is as follows:

A large explosion rocked the international arrivals hall at Moscow's Domodedovo Airport (DME) earlier today, January 24, 2011. Local officials say that the blast, which was caused by a suicide bomber, killed at least 35 people and left more than 100 injured.
Amateur video and photos shot on site showed a grisly scene, with bodies and body parts strewn about, and heavy smoke hanging in the air. ProducerMatthew.com has posted links to several photos from inside the Domodedovo Terminal.
Air traffic at DME was disrupted immediately after the bombing. Some flights were diverted to Moscow's Sheremetyevo airport, or to St. Petersburg. Other en route flights returned to their departure cities.

Dietrich, Kraft Propose Electing NorCo Row Officers

Council members Ken Kraft and Tom Dietrich are proposing a bipartisan blunder. Since 1978, when Northampton County's Home Rule Charter was adopted, the row officers are appointed positions. Professionalism replaced politics. But now, in the wake of an admittedly bad appointment in the Register of Wills, they want to return to the world of Tammany Hall. Taking a step backwards, they are proposing a change to the Charter that would require all row officers, from Sheriff to Coroner to be elected.
For starters, proposed changes to the Home Rule Charter should really be considered by Lamont McClure's Law and Order Committee. He hasn't bothered to convene a meeting about anything in several years, even though the Charter is crying out for numerous tweaks. Kraft's Personnel Committee should not even be considering this question, but it's on the agenda for Wednesday.
Reform groups like Philadelphia's non-partisan Committee of Seventy have long advocated the elimination of these "barely-understood elected positions that date back a century and a half or more ... ."
First, having six independently elected row offices will just increase inefficiencies and bloat County government. Second, there is no compelling need for an independent Recorder of Deeds or Coroner. That's just nonsense. Third, best practices around the country make clear that these offices function more professionally when they are appointed, based on merit. Fourth, it would increase patronage and nepotism. A newly elected Register of Wills would install relatives and political hacks instead of making sure the best persons are in place. Fifth, there would be a decrease in accountability and transparency. With so many row offices acting independently, it would be far more easy to hide things from the public, Executive and Council. Sixth, this would guarantee the election of whomever is put forward by the ruling party, which is most often the Democrats. Voters will not know who is running for these obscure offices, and will just vote party instead of person.
Disagree? Gerald E. (Jerry) Seyfried, a former Northampton County Executive, Council member and Director of Court Services, weighed in on this topic a few months ago. He changed his thinking about electing row officers, and here's why.
"I, as a private citizen didn't like the idea of losing the ability to elect County Row Office Officials. I later changed my mind. Here's the reasons. Today, Northampton County promotes and compels competitive testing for all these positions. There are 'Career Service Regulations' that are updated periodically to assure that we are getting the best individuals to head these departments. All the positions under the Department head are also filled by testing. Highest test results usually result in getting the promotion. Most of our Department Heads have years of on hand experience. Under the Row Office Election system, it was a popularity contest and the newly elected official gave out the jobs in those respective offices to political hacks. That doesn't happen anymore in Northampton County. There is also a grievance procedure in place for any individual who feels they were passed over for a promotion. There is an independent Board of arbitrators who will hear the case and they have the authority to override the decision of the appointing authority. There are also safeguards as to posting of all test scores to eliminate someone with a low test score being interviewed before someone with a very high test score. Northampton county is the leader in this field. I don't want to bore you with lots of details, but I do want your readers to know that Northampton County has a great staff of employees. Most of this is because we no longer elect 'row Offices'."

A Call to Peace, From Nazareth to Bethlehem

When Joseph and Mary traveled from Nazareth to Bethlehem two thousand years ago, as claimed in the Gospel of Luke, they covered approximately eighty miles. On December 8, in memory of that journey, approximately 150 people made the shorter, 10-mile, trip between Nazareth and Bethlehem here in the Lehigh Valley. Called the Christmas Peace Pilgrimage, it's the 53rd time this group has made the trip, walking with simple star and peace signs. It's an annual reminder of the true meaning of Christmas - peace on earth.
This year's trek, which started at the Moravian Church in the Nazareth Circle at noon, slowly made its way along Route 191 and into Bethlehem, stopping at three churches along the way. It ended, as darkness fell, with Christmas carols at the Central Moravian Church in Bethlehem. Although most participants were from the Lehigh Valley, they included people from the coal regions, Maryland and Ohio.
Some have been making this an annual expedition since the '70s. As Grant Stevenson explains, "Somebody's gotta' be for peace." A sign at First Baptist Church, a rest stop along the way, refers everyone to Christ's message: "Peace I leave with you; my peace I give you. I do not give to you as the world gives. Do not let your hearts be troubled and do not be afraid."

South Side: A Community That Still Has a Soul

Despite a bone-chilling rain, over fifty people attended a candlelight vigil in South Bethlehem on Friday night, just a few feet from where six people were shot the previous weekend. After a volley of thirty bullets, Yolanda Morales, age 23, is dead. Her killer and another shooter, still hospitalized, have been charged. But that was little consolation to the people who came to wonder why.
Kim Carrell-Smith, a Lehigh University History Professor who lives on the South Side, pointed to the where the shooting occurred and said, "That is not who we are. But this, the community gathering, is who we are. We're the South Side."
Those attending the vigil included Evelyn Rivera, President of the Puerto Rican Beneficial Society, where a minor argument escalated into a gunfight outside. "There's not much you can do except cry," she said, as her daughter, Jaclyn, consoled her.
Police Chief Jason Schiffer, who helped light candles, said his force is proud to partner with a "community that still has a soul." He stated his force would never have been able to piece this together without them. "We're standing here together, and against what happened," he said.
Northampton Community College's South Side Campus Dean, Paul Pierpoint, stated we are all "shocked and saddened at the senseless violence and loss of precious life that occurred on this street." He attributed it to "our current gun culture. None would have died here last weekend if guns were not present." Guns "exacerbate our flaws," he said. "Maybe guns don't kill people. But angry or frightened people with guns far too often do." Pierpoint dreams of an "island" without gun violence. "But it is only a dream so long as our island is surrounded by an ocean of guns."

NorCo Adopts No-Tax-Hike Budget, Looks For Repeat Next year

With minor amendments, Executive John Stoffa's no-tax hike budget was adopted tonight 8-1, with the sole dissenting vote coming from Tom Dietrich. This was more or less expected. But Fiscal Affairs Director Doran Hamann supplied the surprise of the night when he predicted there will be no need for one next year, either. He did caution, "We don't know what's going to happen in the next 365 days."
According to Hamann, this is for three reasons. First, the County has begun using its self-insurance fund to pay benefits. Second, it borrowed money to pay off part of the swaption instead of dipping into reserves. Third, as a result of bond refinancing, it was able to avoid a debt service payment due on October 1.
Hamann was proud to report that the County has managed to retain its AA bind rating.
But there are still clouds on the horizon.
Hamann noted that Gracedale, the County-owned nursing home, is in need of "Major repairs." Council President John Cusick noted that the County will still be paying $4 million for operations at nursing home next year. Despite a private management firm, it continues to lose money.
In addition to Gracedale, Hamann noted that 2/3 of the County's revenue comes from the state and federal governments. The state, in particular, has made substantial reductions in payments for human services.
Council President John Cusick noted that, despite a declining tax base, the annual pension cost next year will be $12.5 million. Fifteen per cent of the County's real estate tax revenue will have to pay for the pension.
In addition to these concerns, the County is looking down the barrel of $19.6 million in bridge replacements and repairs over the ext three years, which will almost certainly require a bond. Council member Lamont McClure argued against including these cost projections in the capital plan, but Cusick countered, "Repairing bridges has been a core function of government since the Roman Empire."
This budget appears to include (I'm not entirely sure) an across the board 2.25% wage hike for its non-union staffers.
Here's a sampling of some of the wages:
Full-time Assistant DAs and public defenders will have a salary that ranges between $61,901 and $92,080, depending on years of service. Cabinet level officials will be paid between $81,594 and $121,373.

In 2012, $85.9 million in real estate tax revenue was budgeted. But last night, when Northampton County Council adopted its no-tax hike budget, they had to revise their real estate tax revenue projection downwards, from $85.37 million to $84.97 million.
It's going the wrong way.

Another local bar owner said of Cola-Coca Park, "They have everything in there that they need. Nobody in the area really prospered from the ball field." PigPen owner Les Bartholomew cited the casino as his downfall, and their deep pockets to attract entertainment. The reality of competition, and few home matches, will create a barren night scene in Pawlowski's little apple. The unique state tax funding mechanism will allow the barren buildings to meet their debt service, but images of middle class patrons walking the streets of downtown Allentown, will be limited to few nights, and architectural renderings.

When Max Baer beat Primo Carnera for the Heavyweight Title in 1934, he became a celebrity overnight. In the year that he held the title, his nightclub carousing was legendary, including a Vanity Fair Magazine profile. His younger brother, Buddy, 6'7", decided he too would become a boxer. Between 1934 and 1937 Buddy fought40 times.
"On August 30, 1937 Buddy took on his first highly regarded opponent, New York's rising prospect, Abe Simon, at Yankee Stadium*. Baer won by TKO in the third. "Simon gave Baer a beating in the 1st round and had him in distress, but he came back in the next two sessions with a succession of blows to the body and head that had his huge opponent reeling when the bout was stopped" (New York Times). Baer then went on to beat Two Ton Tony Galento, setting himself up for a title shot with Joe Louis. Louis had called Galento the toughest man he ever fought. Like Simon, Buddy Baer got two chances at Louis. In the first fight he went 7 rounds, in the second fight, he got knocked out in the first round. Also like Simon, he would retire from the ring after his second Louis fight. Baer would later say, "The only way I could have beaten Louis that night was with a baseball bat."

While Jews celebrate Hanukah worldwide, no menorahs will be lit in Karaite Synagogues. Although they only number 50,000 followers worldwide, their tradition goes back to 8th century Babylonia, and perhaps much earlier. The Karaites reject The Oral Law, also known as Rabbinic Judaism, as formulated over centuries by Jewish scholars, in a compilation known as the Talmud. Karaites believe that only the Torah, or the Five Books of Moses, is G-d's word to be followed. Because the miracle of Hanukah would not occur until over a thousand years after Moses received the law on Mt. Sinai, it is not in the Torah, or Karaite liturgy. After World War 2, the Egyptian community of Karaites, then the largest remaining, migrated to Israel, where there are now 30,000.

Tony owned a bar in Orange, New Jersey, didn't train, drank beer and ate large meals before he fought. Between 1928 and 1944 he fought 110 times, knocking out 56 of his opponents.
He met the Baer brothers in back to back fights later in his career, losing both bouts, but not before knocking 6'7'' Buddy Baer down. The famous fight with Louis occurred at Yankee Stadium in June of 1939, before Galente beat Lou Nova in the infamous dirty fight. Tony was king of the world in the third round as Louis lay on the canvas, but he got up at the eight count, and knocked Galante out in the next round. Louis would later say that Tony Galante was one of the toughest men he ever fought.

For about ten years, mid 70's to 80's, Allentown was graced with a one man art machine. Greg Weaver studied at Carnegie Mellon and then returned to the Valley to become artist, promoter and inspiration to dozens of local artists. His large studios, which moved from one low rent location to another over the years, became hubs for innovation and social activity. He was very prolific with his work, and generous with his encouragement. A typical monthly bash involved perhaps a poster by Mark Beyer( now an internationally known underground comic) performance by a jazz group such as Gary Hassey,(Greg also had a band) and perhaps a new showing by a local artist, such as Barnaby Ruhe. The loft parties were always mobbed, by many of the same people who now attend the Museum social events. This art "scene" cost the taxpayers nothing, it was done by artists, and it was real. Greg suffered from diabetes, and eventually lost his sight. Although blind he continued to produce art and inspire people until his death. Several of his works are in the Allentown Museums' permanent collection and his memory is in the hearts' of his friends. Northampton County Loses Another Starter

Like me, my father was an alcoholic. He'd be fine for weeks, sometimes months, and then would just disappear. He might stop at the office for a few minutes, but by the time I got to it, the only trace left of him would be the smoke from a dying Pall Mall cigarette, curling its way from the ash tray to the ceiling.
Ordinarily, my father was a beer drinker. But on one binge, he was hanging with a real lowlife - a Catholic priest - and the two of them were drinking Irish whiskey.
After getting sufficiently schnockered at some Bucks County watering hole, my father began making his way home along the lonely and winding back roads. He took a corner too fast and his car catapulted off the road and into a nearby field. Distraught neighbors summoned the constabulary and a state trooper came onto the scene.
Surveying the situation, the trooper asked, "What happened, Barnie? Were you in an accident?"
"No, I'm a fuckin' stunt driver," was my Dad's snotty reply. He was a miserable bastard.
Naturally, he was charged with drunk driving. This was before the days of ARD or other special programs for first offenders. In his lifetime, he had prosecuted them and defended them. Now he was one of them himself. A real expert.
My Dad, who fought over everything else, quietly plead guilty. The judge who accepted his plea and sentenced him to twenty years in the electric chair was Isaac Garb. He sat on the bench in Bucks County at that time.
Despite this, or perhaps because of it, my Dad always liked Garb.
As a Senior Judge in Northampton County, Judge Garb was stuck with my lawsuits concerning the $111 million bond. He ruled against me in two suits, although I did manage to get him reversed on one for a pyrhhic victory.
I liked Judge Garb, too.
He was a no-nonsense bastard who still took the time to talk to anyone. Even me.
It's sad that, on the same day that District Judge Gay Elwell died, so did Isaac Garb. Though technically from Bucks County, Garb was a fixture in Easton, and he liked to work.

NCC Wants to Double Campus Housing

At Northampton Community College's sprawling campus, twelve apartments and a residence hall provide housing for about three hundred students. But by the time school starts in 2015, college officials would like to double its housing component. That's what Mardi Closson, the College's Dean of Students, told Commissioners at their December 3 meeting.
Closson, along with Attorney Bill Murphy and Facilities Director Mark Culp, pitched the expansion before a receptive Board, arguing that this would actually reduce traffic to and from the campus. She added that there already is a long waiting list for housing, which is determined by weighing distance, grades and disciplinary problems. The college is the only facility in the state that offers funeral service education, and one of few offering a dental hygiene program. She denied any plans to convert from a two-year to a four-year college.
Commissioner Tom Nolan, who lives near the campus and has opposed expansion in the past, told College officials he is now sold. by their "good track record" and "history with the Township."
Agreeing, Commissioner Marty Zawarski noted there are only 11 incidents per year with police. He did, however, complain that college students crossing Green Pond Road to the main campus are "wearing blinders," and don't stop for or notice traffic.
President Paul Weiss, noting that 89% of Northampton Community College graduates remain in the Lehigh Valley, stated that the college "has been a good neighbor."

Bethlehem Township Balks at 2.5% Increase in Engineering Fees

Bethlehem Township Commissioners unanimously tabled a proposed rate increase in engineering fees at their December 3 meeting. The Pidcock Company, which provides engineering services, has proposed a 2.5% rate increase next year, under which the hourly rate for professional services would vary between $48 and $108 per hour. Its current rate schedule has been in place since January 2011.
"With the state of the economy, I can't see that the engineer raised its bills at this time," complained Commissioner Martin Zawarski. He also groused about the mileage being charged, noting that Pidcock is located near Route 309, a forty mile round trip from the Township. "There are very, very good engineering firms within ten minutes of here," he observed.
Rather than outright reject the proposed rate increase, Commissioner Michael Hudak suggested reaching out to Pidcock to ask for an explanation. "We don't really know why a rate in crease is being proposed," added Commissioner Phil Barnard.

Gay Elwell: Judge, Lady and Friend

She'd kill me if I told you this, but she was always a hottie to me. I got to know her back in the day, when I drank too much and frequented The Garrison Bar. That was the watering hole for young reporters and lawyers. Everybody hit on Gay Elwell back then. You see, in addition to being quite attractive, she had a brain and could hold her own with the best trial lawyers.
In my cups, I am certain I proposed to her several times while attempting tp impress her with my skills at PAC-MAN and ASTEROIDS. She always let me down gently.
GAME OVER.
I remained a buffoon and went on to get my law license suspended. She, like most others, grew up and became The Morning Call's Northampton County Courthouse reporter, succeeding the great Peg Rhodin.
Matching Peg Rhodin would be an accomplishment for anyone, but Gay was not finished. She went on to become a District Judge, and a pretty damn good one at that.
She made one mistake. She remained my friend, even though I gave her ample reason to deny ever having known me. When I started blogging, she actually helped, shooting me an email now and then to point out my numerous spelling and grammatical errors. You see, she was still a writer.
And a voracious reader. I bumped into her at The Easton Public Library every week. I'd grab historical biographies, while she preferred trash. Must be why she read my blog.
Her brother went missing a few months ago, and I know that really ate away at her. But she put on a brave face. "Cheers, my dear. Keep your chin up," she'd tell me as I complained about this and that.
Easton has lost a good front-line judge with lots of common sense. I call them mini-judges, but they are often the only thing that prevents an urban area like Easton from breaking out in riots.
I, and many others at the courthouse, have lost a friend.
I'll miss you, Gay.

Johann Sebastian Bach's music in America

The earliest evidence of Johann Sebastian Bach's music in America can be found in the Moravian Archives. In 1823, a Bethlehem musician made copies of one of Bach’s cantatas. It took another Moravian musician to make Bach’s music a part of the musical tradition of Bethlehem, PA. Dr. J. Fred Wolle was visiting Munich in the spring of 1885 and took the opportunity to hear a production of Bach’s St. John Passion. Wolle returned to Bethlehem, determined to bring Bach’s music to life in America. Under his supervision, the Bethlehem Choral Union sang the St. John Passion, on June 5, 1888. It was the first complete rendition of the work in this country. Wolle conducted the first complete performance of Bach’s Mass in B Minor, at the Central Moravian Church in 1900. Due to the historical importance of these accomplishments, the Central Moravian Church earned recognition as a National Landmark of Music.
The Bach Festival moved to the Packer Memorial Church of Lehigh University in 1912. A review in Outlook Magazine of the 1918 Bach Festival described the event. “Mr. Wolle leads without a baton, and his nervous arms and fingers seemed not only to be charged with electricity, but to electrify the whole body of people there, those in the choir seats and those in the pews alike. He made those people not only sing, but think the words as they sang them.”
Johann Sebastian Bach was born on March 31, 1685, in Eisenach, Germany. He lived his entire life in Germany. He was born as the youngest and eighth child of Johan Ambrosius Bach and Elisabeth Lammerhirt. Johann Sebastian came from a long line of musicians and composers. He lost both his parents, within the same year, at the age of nine. Johann Sebastian and his brother Johann Jacob went to live with their eldest brother, Johann Christoph, who was organist in Ohrdruf.
At age eighteen, Bach was appointed organist of the Neue Kirche in Arnstadt. His first known compositions were written during the early 1700s. At that time he was courting his second cousin and future wife, Maria Barbara Bach. A new job as organist of the Blasiuskirche in Mühlhausen and a small inheritance allowed them to marry in 1707. In Mühlhausen, Bach began to write cantatas. The cantatas that survived from this period are regarded as masterpieces. The Blasiuskirche suffered a great fire and Bach sought employment 40 miles north in the city of Weimar as organist in the court of Duke Wilhelm Ernst.
While in Weimar, he continued to write cantatas along with compositions for the organ, harpsichord, choral preludes and fugues. Duke Wilhelm Ernst was in a contentious power struggle with another Duke in Weimar, Ernst August. Ignoring politics, Bach wrote compositions for both Dukes, which angered his employer. Duke Wilhelm Ernst had Bach jailed for a month.
Upon leaving jail in 1717, Bach moved his family to Köthen and began his new job as Kapellmeister (director of music) to Prince Leopold von Anhalt-Köthen. During his stay in Köthen, Bach wrote the six Brandenburg Concertos, violin concertos in A Minor, E Major, and the double concert in D Minor, Invention, the French Suites and the English Suites. Bach’s wife, Maria Barbara, died in 1720 after a short illness. Bach married Anna Magdalena Wilcken, a talented soprano, in 1721.
In 1723, Bach became Kapellmeister in the St Thomas School in Leipzig. Beginning in March 1729, Bach assumed the direction of the Collegium Musicum in Leipzig. Bach was always looking for ways to increase his income. He sold books, music and Silbermann fortepianos. Bach finished his great B Minor Mass in 1749. Bach was practically blind due to cataracts at the end of his life. In 1750, he suffered a stroke. He died on July 28, 1750, probably from diabetes mellitus. During his lifetime, Bach was famous for his organ and harpsichord playing. The high regard for his compositions didn’t occur the 19th century.
During the first two weekends of May, thousands of Bach lovers from across the country arrive in Bethlehem, PA to hear the Bach Choir and Bach Festival Orchestra.

Bernie Goetz told his subway attacker in 1984 that he doesn't look too bad, here's another, then shot him again. Bernie O'Hare tells the story of Teddy Roosevelt finishing a speech after he was shot. With the guns and ammunition in use now a days, neither of those things would happen. District Attorney Morganelli talks about the culture of the night people. The two weapons used in the Bethlehem shooting were a 40 and 45 caliber pistol. The 45 was invented during Teddy Roosevelt's time. It was designed to bring down a cavalry horse, not just the soldier. The Zombie Ammunition shown is not some fabrication to illustrate my point, it is an actual advertisement for hyper bullets by a major manufacturer. We have an arsenal of large caliber concealed weapons, filled with high velocity tissue and bone eating ammo, cruising our city streets. Who are the real zombies?

Yesterday, both Bernie O'Hare and I had posts about the shooting in South Bethlehem. Also yesterday, Paul Carpenter had a column on the same occurrence. Carpenter gave Morganelli credit for his courage using the term Culture concerning the shootout, but then batted the topic back and forth so much that he drew no conclusion. Carpenter wondered if Culture referred to young Hispanic males? Morganelli said no, just young in general. I think that Morganelli's Culture referred to young males in a lower social economic demographic, and assorted wannabes, exploring hipness. An extended comment section on O'Hare's blog revealed another culture, which I call Guns and Ammo. That's a reference to a popular magazine specializing on both those items. These are the 2nd Amendment advocates, the NRA members, and assorted gun right advocates. In that world when it comes to bullet caliber, bigger is much better. They have successfully lobbied for the right to carry in most states. The gun industry has responded with a large assortment of small light weight guns, designed for concealable carry, in high calibers. One middle class, self described liberal, anonymously stated that he carries a 45. Although he may feel that this caliber is necessary, and although he may be well trained in it's use, an unintended consequence is millions of lightweight, high caliber weapons in the hands of untrained, undisciplined people, with a chip on their shoulder and a hot head. Thirty high caliber shots were fired last weekend in the South Bethlehem gun battle.

Although my fascination with boxing from the 1930's began with a family connection, was fed by a curiosity about the many Jewish boxers, the real hook is my love of black and white photography. Some of the best photographers of the era aimed their camera's at the ring during those years. Shown here is a boxing portrait of Izzy Jannazo. This tough welterweight fought the best, from Barney Ross to Sugar Ray Robinson. These photographs are from the Harry Winkler Collection, now housed at the University Library of Notre Dame.
Tony Chavez was the first New Mexican to fight for a title. He moved to Los Angeles to train for his lightweight title fight with Henry Armstrong. Harry Winkler assembled these amazing images while working as the Los Angeles correspondent for Ring Magazine.
Freddie Miller won 210 fights out of 250, between 1927 and 1940. This featherweight champ had two of his most famous fights with Abie Israel.
