Commonwealth Court: Judge Simpson Explains Special Exceptions

To contact us Click HERE
Writing for a three-judge panel of the Commonwealth Court, former Northampton County Judge Robert Simpson has clarified the law regarding special exceptions. This was the legal issue in the Abe Atiyeh appeal for a voluntary inpatient rehab next to Bethlehem Catholic High School.

This case involved a student housing facility for 8 Bloomsburg University pupils. A small army of objectors was opposed, but failed to produce evidence that there would be adverse impacts not generally demonstrated by this type of use.

Flight crew's unprofessional behavior caused PSA Airlines CRJ-200 runway overrun at Charleston, WV

accident sceneThe U.S. National Transportation Safety Board (NTSB) has issued its final report on the PSA Airlines CRJ-200 runway overrun at Charleston, WV, in January of this year.  The aircraft (registration N246PS) overran a runway at Yeager Airport (CRW), Charleston, WV, following a rejected takeoff.  The NTSB report attributes the incident to the flight crew's "unprofessional behavior."

The incident flight, operating as US Airways Express Flight 2495, was departing Charleston for Charlotte Douglas International Airport, NC.  After noticing that the flaps were incorrectly configured for takeoff, the crew rejected takeoff at high speed -- well above V1.  The aircraft overran the end of the runway and came to a stop in the engineered materials arresting system (EMAS) in the runway end safety area.

There were no injuries among the three crew members and 31 passengers on board.  The aircraft's flaps, landing gear, and landing gear doors "received minor damage," according to the NTSB.

The NTSB's statement of probable cause is as follows:
(1) The flight crewmembers’ unprofessional behavior, including their nonadherence to sterile cockpit procedures by engaging in nonpertinent conversation, which distracted them from their primary flight-related duties and led to their failure to correctly set and verify the flaps;

(2) the captain’s decision to reconfigure the flaps during the takeoff roll instead of rejecting the takeoff when he first identified the misconfiguration, which resulted in the rejected takeoff beginning when the airplane was about 13 knots above the takeoff decision speed and the subsequent runway overrun; and

(3) the flight crewmembers’ lack of checklist discipline, which contributed to their failure to detect the incorrect flap setting before initiating the takeoff roll.

Contributing to the survivability of this incident was the presence of an engineered materials arresting system beyond the runway end.

Johann Sebastian Bach's music in America

Johann Sebastian Bach
The earliest evidence of Johann Sebastian Bach's music in America can be found in the Moravian Archives. In 1823, a Bethlehem musician made copies of one of Bach’s cantatas. It took another Moravian musician to make Bach’s music a part of the musical tradition of Bethlehem, PA. Dr. J. Fred Wolle was visiting Munich in the spring of 1885 and took the opportunity to hear a production of Bach’s St. John Passion. Wolle returned to Bethlehem, determined to bring Bach’s music to life in America. Under his supervision, the Bethlehem Choral Union sang the St. John Passion, on June 5, 1888. It was the first complete rendition of the work in this country. Wolle conducted the first complete performance of Bach’s Mass in B Minor, at the Central Moravian Church in 1900. Due to the historical importance of these accomplishments, the Central Moravian Church earned recognition as a National Landmark of Music.
The Bach Festival moved to the Packer Memorial Church of Lehigh University in 1912. A review in Outlook Magazine of the 1918 Bach Festival described the event. “Mr. Wolle leads without a baton, and his nervous arms and fingers seemed not only to be charged with electricity, but to electrify the whole body of people there, those in the choir seats and those in the pews alike. He made those people not only sing, but think the words as they sang them.”
Johann Sebastian Bach was born on March 31, 1685, in Eisenach, Germany. He lived his entire life in Germany. He was born as the youngest and eighth child of Johan Ambrosius Bach and Elisabeth Lammerhirt. Johann Sebastian came from a long line of musicians and composers. He lost both his parents, within the same year, at the age of nine. Johann Sebastian and his brother Johann Jacob went to live with their eldest brother, Johann Christoph, who was organist in Ohrdruf.
At age eighteen, Bach was appointed organist of the Neue Kirche in Arnstadt. His first known compositions were written during the early 1700s. At that time he was courting his second cousin and future wife, Maria Barbara Bach. A new job as organist of the Blasiuskirche in Mühlhausen and a small inheritance allowed them to marry in 1707. In Mühlhausen, Bach began to write cantatas. The cantatas that survived from this period are regarded as masterpieces. The Blasiuskirche suffered a great fire and Bach sought employment 40 miles north in the city of Weimar as organist in the court of Duke Wilhelm Ernst.
While in Weimar, he continued to write cantatas along with compositions for the organ, harpsichord, choral preludes and fugues. Duke Wilhelm Ernst was in a contentious power struggle with another Duke in Weimar, Ernst August. Ignoring politics, Bach wrote compositions for both Dukes, which angered his employer. Duke Wilhelm Ernst had Bach jailed for a month.
Upon leaving jail in 1717, Bach moved his family to Köthen and began his new job as Kapellmeister (director of music) to Prince Leopold von Anhalt-Köthen. During his stay in Köthen, Bach wrote the six Brandenburg Concertos, violin concertos in A Minor, E Major, and the double concert in D Minor, Invention, the French Suites and the English Suites. Bach’s wife, Maria Barbara, died in 1720 after a short illness. Bach married Anna Magdalena Wilcken, a talented soprano, in 1721.
In 1723, Bach became Kapellmeister in the St Thomas School in Leipzig. Beginning in March 1729, Bach assumed the direction of the Collegium Musicum in Leipzig. Bach was always looking for ways to increase his income.  He sold books, music and Silbermann fortepianos. Bach finished his great B Minor Mass in 1749. Bach was practically blind due to cataracts at the end of his life. In 1750, he suffered a stroke. He died on July 28, 1750, probably from diabetes mellitus. During his lifetime, Bach was famous for his organ and harpsichord playing. The high regard for his compositions didn’t occur the 19th century.
During the first two weekends of May, thousands of Bach lovers from across the country arrive in Bethlehem, PA to hear the Bach Choir and Bach Festival Orchestra.

Lehigh Valley cupcake craze... now introducing Sweet Love Cupcakes in Bethlehem

To contact us Click HERE
The Lehigh Valley is one step behind the cupcake trend. While other cities' cupcake craze is beginning to die down, ours is ramping up. Angela Malpedo, founder of Sugarbabe Cupcakes, has been open a few times for a limited audience, and has been active in the community since 2010. She even campaigned for Woman of the Year for the local Leukemia & Lymphoma Society!
But there's a new cupcake maker in town:

Lynn Olanoff from The Express Times broke the story about Sweet Love Cupcakes' new joint on the South Side of Bethlehem:
The Blue Sky Annex will be opening at 335 S. New St., according to a sign posted in the storefront window. The annex will host “Full of Crepe” crepe stand and “Sweet Love” gourmet cupcakes.
One of the owners has been shucking her cakes at the Campus Square farmers market this season, complete with cupcakes in a plastic cup that you can eat with a spoon. Smart.
They hope to open on August 3, city permits allowing, so that they can take advantage of Bethlehem's First Friday festivities + Musikfest.
Despite making seriously delicious confections, Sweet Love is health-conscious, too; the bakers will make gluten-free and diabetic-friendly products for anyone who asks. They also offer "adults-only" cupcakes, alcohol-infused (Bailey's anyone? Yum.) just for grown-ups.
Even though the shop hasn't opened yet, they've already launched their first community initiative:
Sweet Love is committed to community involvement and has created a volunteer program to support this mission. On this site consumers may purchase a single Jumbo cupcake gift wrapped in a decorative box for $7.00. With this purchase, a local volunteer will deliver the gift box to an elderly resident in our community currently in assisted living that no longer receives visits. The volunteer will visit for one hour and continue the visits for as long as possible. Sweet Love believes we have a lot to learn from the people who came before us. We have found that the value is twofold which is evident when we see the joy in their eyes as they recall the past. The therapeutic value of sharing our time and our experiences is far beyond measure, it is the best "Sweet Love" we have to give. Our hope at Sweet Love is to decrease the high statistical number of people in residential care who no longer receive visits, and to share in the “Old School” way of learning through storytelling.
(They'll make the cupcake diabetes-friendly if the resident requests it.) Best wishes for a successful opening, and many years of satisfying sweet tooths (teeth?) in Bethlehem.

A pilot in my family turned me on to this terrific music video -- written, performed and produced by his friend,  Mike Wagner.  The catchy lyrics are set to an old Beach Boys song, and the video is very entertaining.
Out in New Jersey(s)
There’s a place called Teterboro
That’s where everybody goes
To be a part of it all

Lots of jets on the ramp
Loaded up waiting to start engines
They’ll be there for an hour
Before they even have the chance
Down in Teterboro
You can find the rest of the Teterboro lyrics on Mike's blog, and you can find a link to download an audio-only version there, too.

Kudos to Mike Wagner for doing such a great job with the video, and thanks to Pat Sullivan for sending it to me.

A large explosion rocked the international  arrivals hall at Moscow's Domodedovo Airport (DME) earlier today, January 24, 2011.  Local officials say that the blast, which was caused by a suicide bomber, killed at least 35 people and left more than 100 injured.

Amateur video and photos shot on site showed a grisly scene, with bodies and body parts strewn about, and heavy smoke hanging in the air.  ProducerMatthew.com has posted links to several photos from inside the Domodedovo Terminal.

Air traffic at DME was disrupted immediately after the bombing.  Some flights were diverted to Moscow's Sheremetyevo airport, or to St. Petersburg.  Other en route flights returned to their departure cities.

Here is a news video about the incident, posted on YouTube by Russia Today:

Thumbs Down to Second-Hand Shop on West Broad

To contact us Click HERE
Second Hand Shop Attracts a Crowd
He's unable to read or write. But for the past two years, Gerardo Garcia has operated a second-hand shop on West Broad Street. It's called Jayla's Place, in honor of one of his two children. But Jayla will have to find a new place. Bethlehem zoners, at their June 27 hearing, denied Garcia's application for a use variance after listening to neighbors call it a nuisance that attracts loiterers and double parkers.

Operating on a corner property owned by Dean Nguyen, Garcia told zoners he was unaware he needed a variance. Calling it a "really small business," Garcia explained he is "just doing what I can to survive." His inventory? Used laptops, small TVs, phones, VCRs and toys. In his two years in business, he claimed there had only been one complaint, concerning a charger.

Garcia explained that he knows 85% of his customers. He photographs them and asks for ID before accepting merchandise. Nevertheless, he admitted that in 2010, he purchased laptops and ipods that had been stolen from Lehigh University. Garcia denied knowledge they were stolen, and testified for the prosecution.

A dozen or so local businesses and neighbors were at the hearing, and six of them spoke against it. Mary Toulouse described a "shabby appearance," the regular presence of police and loiterers whose very presence "intimidates" potential customers at other businesses. Shannon Patrick, whose Puppy Palace is just two doors away, complained about snowblowers, washers and dryers, bicycles and car trailers on the sidewalk outside the shop.

"It's a detriment to the neighborhood," claimed Patrick, who added that Garcia's customers do not appear to be from Bethlehem, or even from the area. But after the hearing, a tearful Garcia claimed he is a life long Bethlehem resident.

Another neighbor, Michael Keyock, pointed out that parking problems in that area make the business unsuitable He noted there is considerable loading, off-loading, double-parking and parking on sidewalks. "It's just not the right location for that business," concluded Keyock.

Neighbor John McGeehan, who also is employed as Director of Public Safety at the Northampton County jail, seemed more upset with the building's owner, Dean Nguyen, than he was with Garcia. He chided Nguyen for letting Garcia, who is illiterate, operate a business without zoning approval. He then added this would be in bad taste, "even in Ho Chi Minh City."

"I wouldn't know. I never stepped foot in there," Nguyen responded after the hearing. Nguyen also pledged to help Garcia find another location where he can do business.

Despondent and fighting back tears, Garcia observed he "never had anything" until he had that business. He claimed he cleared snow for the entire block, but Patrick disputed that assertion.

Garcia plans no appeal.

In other business, zoners denied a variance for a family daycare center at 83 W. Goepp Street. Owner Antonio Tejada appealed to operate the daycare without required fencing for an outdoor play area and a safe pick-up. He failed to appear before zoners, which made their denial both quick and unanimous.

Bethlehem Zoners in Legal Limbo

ZHB Solicitor Mickey Thompson
Five separate appeals were scheduled to be heard by Bethlehem's Zoning Hearing Board on June 27. But thanks to something known as the "pending ordinance doctrine," only one of them was heard.

After years of consideration, Bethlehem is close to adopting a new zoning ordinance. A vote is scheduled for August 7. According to Solicitor Mickey Thompson, this creates a "legal limbo" in which rulings could be attacked because the new ordinance is still under consideration.

"I want to protect everybody involved so we are not having a hearing based on nothing," explained Thompson.

Applicants represented by attorneys quickly sought continuances.

Attorney Jim Preston, representing developers Ed Novak and Lou Pektor, wanted two green lights from zoners for a medical office building and employee parting lot at Jack Jones Buick, located on West Broad Street. Complaining that his clients are on a schedule, Preston called the situation a "due process limbo" in which applicants are sent to the Zoning Hearing Board, but are unable to obtain relief. Nevertheless, "out of respect for the Board," Preston agreed to a continuance.

Attorney Harry Newman, representing MM Consultants, wanted zoners to bless the conversion of St John Capistrano's rectory into a training facility for Lehigh Valley Community Health Centers. Training will have to wait.  He agreed to a continuance as well.

Zoning Officer Suzanne Borzak told the Board that nine appeals are already scheduled for August, so zoners will schedule an extra night of hearings to accommodate one and all.

Sal Panto's King

This blogger has taken a number of shots at Sal Panto, especially concerning his Al Bundy Museum of High School Sports. For a wise-guy like me, Panto is the gift that keeps on giving. Last week Sal announced that an African King would be visiting Easton. Panto said that he's "very royal" and that he could go anywhere, but chose Easton. Turns out the kingdom is pretty much limited to inside the guy's head. In the past, Panto has invited me to Easton to discuss, face to face, those things which I criticize, such as the Lanta Terminal. If he's willing to give me the royal treatment, I will come.

The People's Candidate

In the late 1970's, neighbors would gather in the market on 9th Street to complain and receive consolation from the woman behind the cash register. Emma was a neighborhood institution. A native Allentonian, she had gone through school with mayor for life Joe Dadonna, and knew everybody at City Hall. More important, she wasn't shy about speaking out. What concerned the long time neighbors back then was a plan to create a Historical District, by a few newcomers.

What concerned Emma wasn't so much the concept, but the proposed size of the district, sixteen square blocks. The planners unfortunately all wanted their homes included, and they lived in an area spread out from Hall Street to 12th, Linden to Liberty.* Shoving property restrictions down the throats of thousands of people who lived in the neighborhood for generations didn't seem right to Emma. As the battle to establish the district became more pitched, Emma began referring to it as the Hysterical District.
Emma eventually lost the battle, but won the hearts of thousands of Allentonians. Emma Tropiano would be elected to City Council beginning in 1986, and would serve four terms. In 1993 she lost the Democratic Primary for Mayor by ONE (1) vote.

Her common sense votes and positions became easy fodder for ridicule. Bashed for opposing fluoridation, our clean water advocates now question the wisdom of that additive. Although every founding member of the Historical District moved away over the years, Emma continued to live on 9th Street, one block up from the store. In the mid 1990's, disgusted by the deterioration of the streetscape, she proposed banning household furniture from front porches. Her proposal was labeled as racist against those who could not afford proper lawn furniture. Today, SWEEP officers issue tickets for sofas on the porch.

Being blunt in the era of political correctness cost Emma. Although a tireless advocate for thousands of Allentown residents of all color, many people who never knew her, now read that she was a bigot. They don't know who called on her for help. They don't know who knocked on her door everyday for assistance. They don't know who approached her at diners and luncheonettes all over Allentown for decades. We who knew her remember, and we remember the truth about a caring woman.

* Because the designated Historical District was too large, it has failed, to this day, to create the atmosphere envisioned by the long gone founders. Perhaps had they listened to, instead of ridiculing, the plain spoken shopkeeper, they would have created a smaller critical mass of like thinking homeowners, who then could have expanded the area.

The Corner Market

To contact us Click HERE

Although I doubt that there will ever be a show at the Historical Society, or brochures at the Visitors Bureau, perhaps nothing encapsulates the history of Allentown more than the corner grocery stores. Allentown proper, is mostly comprised of rowhouses built between 1870 and 1920, long before the era of automobiles and suburban supermarkets. Most of the corner markets were built as stores, and over the years many were converted into apartments. Up until the late 1940's, there may have been well over a hundred operating in Allentown. Some specialized in ethnic food. The bodega at 9th and Liberty was formally an Italian market. Live and fresh killed chickens were sold at 8th and Linden, currently H & R Block Tax Service. A kosher meat market is now a hair salon on 19th Street. The original era for these markets died with the advent of the supermarket. In the early 50's some corner stores attempted to "brand" themselves as a "chain", as shown in the Economy Store sign above. That market is at 4th and Turner, and has been continually operating since the turn of the last century. Ironically, as the social-economic level of center city has decreased, the corner stores have seen a revival. Most of these new merchants, many Hispanic and some Asian, know little of the former history of their stores, but like their predecessors, work long, hard hours.

Coming To Easton

This blog has beat up Sal Panto on more than one occasion. The problem started for me years ago, when Sal insisted on supporting a parking deck behind Wolfe School. This deck would have been inconvenient for everybody, and practically useless, but that didn't deter Sal. The current proposed deck, now moved and merged with Lanta and the Al Bundy Museum of High School Sports, is still looking good to Sal. The other month Sal announced that a king was coming to Easton. Although it has been documented that the kingdom is limited to this guy's head, he still remains a king to Sal.
Ghana's ambassador to the U.S. said Quartey's claim is phony. Quartey, said Ambassador Daniel Ohene Agyekum, doesn't know what he's talking about. Prominent Ghana expatriate Dr. Samuel Quartey, a podiatrist in Philadelphia and a member of the Ga tribe, agreed with the ambassador.
When The Morning Call discovered that a new school district hire in Allentown had shenanigans in his past, the Superintendent quickly distanced himself from the impostor; Sal Panto doesn't seem to have that capacity.

School District Damage Control

(Allentown, PA, July 3, 2012) – Having committed to starting his employment yesterday as director of communications with the Allentown School District, Keith Pierce APR has informed Superintendent C. Russell Mayo, Ed.D., that he has decided to withdraw from the position in light of the ethics violations that surfaced after the interview process and acceptance of the job offer took place. “There was no evidence of these civil violations during the interview process and Keith did not mention them,” says Dr. Mayo, Ed.D. “The district was not informed of them through calls made to past employers or during standard protocol checks. I am sorry to learn of this situation after the selection of Mr. Pierce. Additional measures for screening have been put in place as a result of this experience. I accept and appreciate his withdrawal, and I wish Keith well in his further career pursuits."

The above release was distributed this morning by Susan Williams and Associates, on behalf of Allentown School District. Pierce was hired to provide communications and public relations in house. Those services had been provided by Williams for a number of years, and apparently will continue to be, at least for the immediate future.
UPDATE: The Morning Call obtained a copy of Mr. Pierce's resignation letter.

Allentown School District Retrospective

One of the most amazing things about Allentown is that the population, despite the problems, has remained about the same since 1928. That was the year Allentown celebrated reaching 100,000. Today, we are about 106.000. Although the numbers stayed the same, the demographics have changed drastically. We are now officially a minority city. When I grew up, there was a saying, If you ain't Dutch, you ain't much. How's that for political correctness? Today, if you want to see a Pennsylvania Dutchman, you have to look at the picture on a bag of pretzels.

During my school years, a delinquent was a kid smoking a cigarette in the alley. Today, we have machete attacks, and parents beating someone else's kid in a classroom. In this environment, should we be concerned about math scores in Singapore? There is a disconnect between the discipline problems and the preoccupation for better scores on the standardized tests; Increasing civility is much more important. If we could get that math score up, will the public overlook the machete attack? We'll build a new school next to Jackson Elementary, move the students, and put the machete attackers in the old Jackson. Then, we'll take the real achievers and put them in an academy of excellence. Let's hope not too many parents insist that their child belongs in the academy. Let's hope that the prison school works out. We all agree that all the students are a precious commodity. What we really need is safe classrooms, conducive to learning. We need supervised streets, conducive for getting to and from school safely. Isn't it interesting that a child can leave Central Catholic at 4th and Chew, and be safer than a child leaving William Allen at 17th and Chew?

The photograph, from the late 1940's, shows a kindergarden class before Lehigh Parkway Elementary School was completed. One of the twin houses served both as the neighborhood school and church.

This coming Tuesday, Easton's Sal Panto will be hosting the Burger King. Lastly, I don’t know how many insignificant individuals travel with an entourage that includes a cultural performing troupe."

New SEO Head Appointed for Top London Digital Agency, KD Web Ltd.

To contact us Click HERE
One of London's leading web design and SEO agencies announce that Nic Cohen, former director of SEO at Seganta has been appointed as the new head of KD Web's London SEO department. Nic will be bringing many years of invaluable online and offline marketing experience with him to the already well known SEO team at KD Web.

London, UK (PRWEB UK) 4 July 2012

Kyle Millard, Director of Business Development at KD Web quoted “Nic is one of the most experienced SEO professionals in the UK today and will be responsible for expanding the SEO department at KD Web. He will help provide clients with substantial traffic to their websites, by placing their chosen keyphrases at the top of Google's search results. Nic’s addition to the team will undoubtedly help retain KD Web as one of the top 5 SEO companies in London."

Nic started his online marketing career over ten years ago when he became joint owner of Penmans Estate Agency. Nic oversaw the expansion of the company and managed their SEO and internet marketing campaigns getting his firm to number #1 for "Estate Agents" which was a significant achievement back then, and proved extremely profitable to the firm. His knowledge of the property sector meant he could see the gloomy change coming to that industry. Consequently, he made the astute decision to sell in 2005 and concentrated on expanding his already overwhelming SEO (search engine optimisation) experience and qualifications.

Nic was sought out by Group 4 Securicor to setup and market their bespoke training program both offline and online. Offline - due to his experience in understanding business objectives, and online - for his knowledge and experience in the latest ethical SEO techniques. Nic ran the department and rolled the program to both the public and private sectors, nationally and internationally. From Group 4 Securicor, Nic was approached by Seganta IT Solutions, an international internet development and SEO company. They were looking for an Online Marketing Expert who had the business insight and the knowledge to head up their UK SEO division. During his time at Seganta, Nic continued with SEO and PPC training whilst growing Seganta’s contract base by developing and managing SEO campaigns for clients, some of which are the most recognised national and international brands in the world.

To continue KD Web's current expansion, an experienced individual was needed to head up their already successful London SEO department. KD Web spent months dealing with head-hunters just to find the perfect candidate with proven results and SEO skills at a high level - similar to the current team. In April 2012, Kyle Millard was introduced to Mr Cohen who was undoubtedly the most impressive SEO processional put forward to him. Nic was equally impressed with KD Web’s client base, track record and vision, but was also keen to impress. As a full service and forward thinking digital agency, Nic understood that KD Web sought a slice of the growing mobile application market, so to prove his worth, within 3 months of working at KD Web, together with his team at KD Web, they have achieved the #1 position on Google for the extremely competitive key-phrase ‘app designers’. A remarkable achievement in such a short time.

New York, NY (PRWEB) July 04, 2012

What Digi hates most is being late because he can’t find a taxi. In the past, he has missed the first 10 minutes of a movie, made his lunch date wait, and been tardy to work on numerous occasions all because he had to wait 20 minutes until that little yellow car stopped on his corner. Today appsbar.com has recognized “TAXI SP” as the appsbar App of the Day so that Digi is never late again.

“TAXI SP” helps users find and call a taxi nearest to them so they don’t have to stand in the middle of the street hoping one comes along. Digi won’t be late to work again, and users will never again have to find their kids crying because they were 15 minutes late to pick them up.

Why Digi likes it:

Made with appsbar, this app was free to make using appsbar’s iPhone app builder, Windows app builder or Android app builder, and even better, it’s free to download.

The Litter of Allentown

To contact us Click HERE
On Monday mornings, from the amount of litter on 6th and 7th Street, you would think that there was a parade over the weekend. Back in the day, Allentown was known for it's cleanliness. Women in babushkas would compulsively hunt out any errant scrap of paper, and remove that offense to their pride. Allentown has changed. In 2006, the SWEEP program was put into place to milk center city property owners, fining them for tenants putting the wrong color container on the porch, at the wrong time. In 2011, the program burped $228,000.00 from the hapless owners. Now, with Allentown's Transformational arena coming, Allentown passed an ordinance quadrupling the littering fine from $25 to $100. "It's really difficult to see someone littering and actually catch them in the act," said Ann Saurman, director of recycling. "You see litter on the street, but you don't often see people littering." Actually, you can see them littering. Park near any center city market, and watch the wrappers drop like leaves off a tree in the fall.

Celebrate Allentown

To contact us Click HERE

This week Allentown City Council will decide if the new Managing Director must live in Allentown; A better question would be if Allentown needs a managing director. This new position was created by Mayor Pawlowski in 2006 to help him manage the city. Depending upon who you ask, anywhere from 30 to 44 new white collar positions have been created by this Administration, while at the same time police officers are retiring in mass, and the streets are strewn with litter. One of the positions the Manager would overseer is the Special Events Manager. Yesterday, Hamilton Street was closed for CELEBRATE ALLENTOWN, nobody came.  Nobody coming was the good news, the bad news was what the street closure cost the merchants. This was the third Saturday that Hamilton Street was recently closed to traffic. Matthew Tuerk told the reporter covering the event he was having a great time. Matt once again forgot to mention he's acting director of the Allentown Economic Development Corporation. In July a private promoter, Alfonso Todd, produced UPWARD BOUND, a Multi-Cultural Celebration on the 600 block of Hamilton Street. That event was reasonably well attended at no cost to the taxpayers. It required no full time director with benefits and pension to manage a full time coordinator with benefits and pension. I suspect the taxpayers could have sent the few people who attended on Saturday to DisneyWorld, for a week, and still saved money.

reprinted from September 2008

UPDATE 2012: It's four years later, the managing director referred to above,  left and returned. The litter remains. The park department is down one third it's former crew. We now have torn down an entire square block to build a $220 million dollar arena, which will use all local and state income tax for the next 30 years.

Sal Panto's King

To contact us Click HERE
This blogger has taken a number of shots at Sal Panto, especially concerning his Al Bundy Museum of High School Sports.

A Warrior for Israel

After Yizhak Yzernitizky's father was murdered in the woods of Poland for being a Jew, the 20 year old immigrated to the British Mandate of Palestine in 1935. His sisters would remain behind and die in the Holocaust. He took a new name, Shamir, and came to command the underground Stern Gang, which targeted the British prior to Israel's independence. Twice captured by the British, he escaped both times. After Independence, he served Mossad for ten years. In 1983 he began his first term as Prime Minister. In his second term as Minister, he oversaw the mass migration of Soviet Jews, and the airlift of Ethiopian Jews. Yizhak Shamir died yesterday, at the age of 96.

Hat Tip to Steve Esack

To contact us Click HERE
I tip my hat to Steve Esack, education reporter for The Morning Call. This morning he reveals that the recently hired public relations officer for the Allentown School System has a history of being loose and free with public school money. He apparently was cited in the past for ethic violations, concerning the use of a school district credit card for his personal purposes; But, there's a much more disturbing question about the article. Why does Allentown need a PR man? Our main problem has been poor hiring, by both the school administration, and the school board. Zahorchak was hired because he had been a Director of Education under Rendell. In reality, it was a political appointment of favor, not a surprise in Pennsylvania. This PR man apparently rode the coat tails of a previous such appointment. Although I recently praised the school board, here's hoping that they dump their new PR man, and the position itself. I'm on the mailing list of a private contractor who currently handles the communications for the district. She does an excellent job, for a fraction of the cost.UPDATE: This story made the headline of Monday's hard copy edition. How pathetic that the School District hired a person for public relations at $87,000, and got this result. How pathetic would it be for taxpayers to now pay this guy to defend himself? Time for both the gentleman and the position to quickly depart. Time for Russ Mayo and the School Board to realize that taxpayers are disappointed that they would still hire glorified bubble blowers in these hard economic times. I now deeply resent my 2.6% tax increase.

The Compromise of Alan Jennings

To contact us Click HERE
In an incredibility distorted piece of writing about the NIZ, Alan Jennings has personified Allentown into a poor outsider of a different culture, which the surrounding blue bloods don't care to help. The supreme irony is that the NIZ will not help the poor of Allentown. The poor of Allentown had no input into the NIZ. Even those with more of a share stake, had little, to no knowledge. Conversely, minority businesses and their low-income customer base were displaced by the project. The project's purpose is to gentrify Hamilton Street, and push the poor out of sight. None of the proposed components of the project will help the plight of low income. CUNA recently recognized these realities, and is seeking a Community Benefit Agreement. What is it that causes an Alan Jennings to compromise his principles so much? Simply put, the designers of this project are the gatekeepers of grants. Once a year, the social agencies gather at City Hall like baby birds. Pawlowski distributes the Community Development Block Grant into their hungry mouths. Likewise, Jennings is dependent on the generosity of the other large players in the Valley, all proponents of the NIZ.

UPDATE:  Bernie O'Hare weighs in on Jennings

UPDATE 2: Alan Jennings' organization was apparently paid $25,000 to set up a sting, showing that local realtors steered white and minority potential home buyers in different directions. I can testify, for free, that the City of Allentown did NOT inform the displaced merchants that they might qualify for a NIZ backed loan. Not one of the 34 displaced property owners where made aware that private parties were eligible. (Alan Jennings serves on the NIZ Authority)

A Bridge Still Stands

To contact us Click HERE
Last night, Glenn Solt, project manager for Lehigh County, came to the county committee meeting prepared with a twelve page report, and the engineer who wrote it. They testified that the condition of the Reading Road Bridge has deteriorated, the cost of repairing it has increased, but that the cost of replacing it has gone down. Solt's determined to rid Union Terrace of that old stone arch bridge. Never mind that it was completely rehabilitated in 1980, 156 years after it was built in 1824. Never mind that Hamilton Street Bridge is a quarter block north, and a new Union Street Bridge is being built a half block south.
Michael Molovinsky, an Allentown blogger who has previously written about the bridge, accused the county of exaggerating the condition of the bridge and the cost for rehabilitating it rather than replacing it.Molovinsky said the bridge's historic value is irreplaceable, "Let me be frank: Mr. Solt has no feel for history whatsoever," Molovinsky said. "... This bridge cannot be replaced. It's that simple." Colin McEvoy/The Express Times/June28,2012
This was the first bridge built west of Allentown, crossing Cedar Creek, on the route west to Reading, and one of the last remaining stone arch bridges. Although I would like to see a stake driven through the project, technical legalese demands that I periodically appear and defend our history and culture. The bridge replacement funds were approved years ago, and the matter at hand is a small contract for engineering studies.

Union Terrace Gets Shaft

Timber lined shaft dug to water main in Union Terrace
Allentown City Council recently approved two park items funded by the Trexler Trust; Improvements to both the Franklin Playground and the Fish Hatchery. Both involved payments to vendors repeatedly used by the departed park director. Meanwhile, the iconic WPA structures continue to crumble throughout the park system. Although this blog, through the recently formed Allentown WPA Association, informed the Park Department of the conditions at Union Terrace, nothing has been done or scheduled. This summer, Shakespeare will be performed on the Terrace Stage. Last year, I documented the WPA condition there in a post entitled Tragedy Play At Theater.

Shown above is a project by the city water department. A cast-iron water main runs under the Terrace, feeding the West End from the water plant on Martin Luther King Drive. A private company will reline the existing 30" main, dating back to 1905, with a new plastic liner. The Terrace was built over the main in 1937, and was the last WPA project completed in Allentown.
